Infantino subtly criticized UEFA for its unwillingness to allow others to develop.

In a video address, he stated that promoting the development of football in 211 countries and regions worldwide and narrowing the gap between football powerhouses and other regions is both a responsibility and a mission—but regrettably, "some people neither need nor want others to grow stronger."
